Pre-Qualification Round 19 (often abbreviated PQR 19), was a pre-event held for the 33rd edition of the North Vision Song Contest. Ten countries participated and three of them qualified to the semi-finals. Azerbaijan was chosen as the host country and the venue was Baku Convention Center in Baku.

Baku is the capital and largest city of Azerbaijan, as well as the largest city on the Caspian Sea and of the Caucasus region. Baku is located 28 metres below sea level, which makes it the lowest lying national capital in the world and also the largest city in the world located below sea level. Baku lies on the southern shore of the Absheron Peninsula, alongside the Bay of Baku. At the beginning of 2009, Baku's urban population was estimated at just over two million people. Officially, about 25% of all inhabitants of the country live in Baku's metropolitan area. Baku is the sole metropolis in Azerbaijan.
The city is the scientific, cultural, and industrial centre of Azerbaijan. Many sizeable Azerbaijani institutions have their headquarters there. The Baku International Sea Trade Port is capable of handling two million tonnes of general and dry bulk cargoes per year. In recent years, Baku has become an important venue for international events.
Bidding phase[]
The hosting submissions for the pre-qualification round started on 14 July 2020 and ended two days later, on 16 July. A total of 4 countries applied to host the event. Azerbaijan applied to host with the Baku Convention Center located in Baku, Greece submitted the Badminton Theater, located in Athens, Kazakhstan submitted the Palace of the Republic located in Almaty and North Macedonia applied to host with Macedonian Philharmonic in Skopje
The host was selected through a poll that was open between 17 and 18 July 2020. Azerbaijan was selected as the host for the event with 59.05% of the votes.

In the 19th pre-qualification, the 10 countries that ended in the bottom five of each of the two semi-finals in the 32nd edition had to compete. There were 3 qualifiers, making it a total of 20 countries in each of the semi-finals of the edition. Initially there were only meant to be two qualifiers from the Pre-Qualification Round, however due to Latvia's forced withdrawal, a third spot was alloted.
The voting works similarly to the Fantasifestivalen final voting with the PQR participants accounting for 50% of the result and the Rest of the World for the other 50% of the result.
