North Vision Song Contest 31, often referred to as NVSC 31, was the thirty-first edition of the North Vision Song Contest. The contest took place in Lillehammer, Norway, after the country won the 30th edition. The show was hosted by Katrine Moholt, Didrik Solli Tangen and Julie Bergan.
Fifty-one countries participated in the edition. This includes Croatia, Serbia, Spain and Switzerland, who returned after editions of absence. Faroe Islands, France, Israel and Tunisia withdrew temporarily, while the Egyptian broadcaster ERTU lost its NBU membership and was therefore forced to withdraw.
The winner was Luxembourg with the song "Sweet Sixteen" performed by Luka Kloser. This marks their first win, making it the smallest country to win to date. The runner-up, Malta achieved their best result to date, coming second and bringing the first automatic qualification for the final in the next edition. The United Kingdom, who were pre-qualified for the final, have achieved another Top 6 placing and will be pre-qualified for the final in the next edition again. Same goes for the host nation Norway, which came fifth. Ireland and Greece complete the Top 6, coming fourth and sixth, respectively. Portugal came seventh and missed out on an automatic qualification for a third time in the history of the contest. Ukraine, Netherlands and Denmark completed the Top Ten, with the latter achieving its first Top Ten position since the twentieh edition. Sweden just missed out on the Top Ten, coming eleventh, which is their worst result since the twenty-seventh edition. Australia did not live up to their seventh position from the thirtieth edition and therefore achieved its worst result to date. Azerbaijan qualified for the first time for the final since the twenty-second edition, coming nineteenth in the final. Montenegro qualified for the final another time, which marked their longest qualification streak until now. Iceland was automatically qualified for this edition's final and ended up last with 30 points, the third-lowest score since the introduction of the new voting system in the nineteenth edition.
Previous winner Dara from Bulgaria failed to qualify for the final, while winner Faouzia from Morocco finished twentieth in the final. Empara Mi, who finished tied eleventh in her semi-final in the previous edition, managed to qualify for the final and finish in fourth place.

Format
Semi-final allocation draw
The draw to determine the allocation of the participating countries into their respective semi-finals took place at Lillehammer City Hall on the 3rd of February 2019, hosted by Kåre Magnus Bergh and Heidi Ruud Ellingsen. The first part of the draw determined in which semi-final the Big Six would have to vote. The second part of the draw decided in which half of the respective semi-finals each country would perform, with the exact running order determined by the producers of the show at a later date. Twenty countries will participate in both semi-finals, respectively. From each semi-final, ten countries will join the "Big 6" in the final, where a total of twenty-six countries will participate.
The thirty-seven semi-finalists were allocated into six pots, based on their geographical place and cultural similarities. Drawing from different pots helps in reducing the chance of so-called neighbour voting and increasing suspense in the semi-finals. Each time a country was drawn from the pot, its semi-final and half of the semi-final was determined.

KAZKA and Lxandra return to represent Ukraine and Finland respectively, after having done so in the twenty-fifth edition with "Plakala" and "Dig Deep". Dara returns to compete for Bulgaria, having previously achieved a victory in the twenty-first edition with "K'vo ne chu", the same edition Mick Pedaja represented Estonia, who returns to the contest as well. Fallgrapp returns to take part for Slovakia, after representing the former in the twenty-sixth edition along with Juraj Benetin with "Dym". Besa returns to represent Albania after nineteen editions, previously taking part for the country in the twelfth edition with "Mbretëreshë". Mattis returns to represent Denmark, after having done in the twenty-sixth edition with "Loverboy". Faouzia returns to compete for Morocco, having previously achieved a victory in the twenty-fourth edition with "My Heart's Grave". Tamara Todevska returns to represent North Macedonia after previously having failed to qualify from the sixteenth edition. JUZIM returns to represent Kazakhstan after having done in the twenty-eighth edition with "Tańdaý". Empara Mi and Evgenya Redko return to represent Ireland and Lithuania respectively, after previously having failed to qualify from the thirtieth edition with "Blood in the Water" and "Ką Man Nori Pasakyt".

Spanish act change
On the 24th of February Spanish broadcaster announced Mala Rodríguez would represent Spain with "Gitanas" however after narrow investigation it turned out "Gitanas" sampled "Look What You Made Me Do" by Joyner Lucas featuring Stefflon Don. The act was replaced by Alfonso La Cruz with "Nadie te va a querer" the Spanish runner-up of Festival Ibérico 31.

Active NBU members
Egypt: On 21 January 2020, it was announced that Egypt will not be in the North Vision Song Contest until further notice due to the low interest within the country and the broadcaster to compete.
Faroe Islands: On 31 December 2019, the Faroese national broadcaster officially announced their withdrawal from the thirty-first edition, stating financial issues and low viewing figures due to poor results of the country as reasons. A future return was not ruled out by the broadcaster.
France: On 15 January 2020, the French national broadcaster officially announced their withdrawal from the thirty-first edition, the reason for this decision is unsatisfactory results and a crisis in relations between the national broadcaster and the HoD.
Israel: On 20 January 2020, the Israeli national broadcaster announced a potential withdrawal due to internal issues that must be resolved first. On 1 February 2020, Israel officially announced their withdrawal from the contest.
Tunisia: On 2 February 2020, the Tunisian national broadcaster announced their withdrawal from the edition "in order to recalibrate" after the reformations across multiple Arab delegations. A return in the next edition was stated as being "extremely likely".
